Passport offices, RTO, EPFO โ€” we mapped citizen reviews of India's most-used government services to surface what's improving and what still needs fixing.

Government services are uniquely positioned in the review ecosystem โ€” citizens cannot choose a competitor, yet reviews serve as valuable accountability data and practical guidance for others. We analysed citizen reviews of India's most-used public services to map the current reality on the ground.

Passport Seva: India's government review success story

The Passport Seva portal consistently draws the highest ratings of any government service category on WhoIsAtTop โ€” averaging 4.1 stars. The pre-scheduled appointment system, SMS notifications, and 30-minute average processing time at modern PSK centres are cited in 78% of positive reviews. The main remaining complaint: appointment availability lag of 2โ€“4 weeks in metro cities.

Passport Seva Kendras now process 3.8 million applications monthly with an average customer satisfaction score that rivals mid-tier private service providers.

RTO services: improvement underway, gaps remain

RTO reviews are bimodal โ€” digital services like Parivahan for DL renewal and vehicle RC transfer score well (average 3.8โ˜…), while physical RTO visits for licence tests and hypothecation removal score below 2.5โ˜… on average. The reviews are remarkably specific: "Form 28 queue at counter 4 moves faster," "arrive before 8:30am to avoid the second rush." This crowd-sourced operational intelligence is the unique value of public service reviews.

EPFO: the response gap

EPFO reviews reveal a persistent complaint: online grievance submissions that receive auto-acknowledgement but no substantive response for 30โ€“90 days. The UMANG app integration is praised for balance checks and simple transfers, but withdrawal processing complaints remain the dominant negative theme. Reviews from 2024 suggest modest improvement in processing times versus 2022โ€“23.
